Turbo Trax is one of the many games that suffered due to the growing power of PCs, as well as SEGA, Nintendo and even Sony's game consoles increasing dominance. The Amiga was fading slowly away, and the games such as this and Worms, were never really bought, they instead went into the PCs.
I didn't like nor dislike Turbo Trax. It was a good game visually, great amounts of textures and wide, open race tracks that had a lot of elements; from bridges to countryside, race tracks to cityscapes. Plus the variety of cars you can ultimately drive such as buggies, trucks and formula 1 cars makes it a worthy successor to the Micro-Machines game.
Having said that, Micro Machines rules higher due to its originality - and made endless sequels to prove it. Arcane's Turbo Trax had good elements, with improving your car by purchasing new engines, tyres, even steering wheels and seats, but the game itself just didn't grip me.
Hard to explain why, I guess it was the PCs coming into their own; I was too busy playing Worms. I'm sure if I played it now it would be a good game and it wouldn't have aged too much, and with that in mind, you may want to rediscover its understated glory one more time.
