SCART is a connector definition, in wide use all over Europe. Practically
every European TV set (and VCR) comes with one or even more SCART
connector(s). Via SCART you can either feed RGB analog signals or
Composite signals, plus stereo audio.

The connector has an asymmetric shape with 20 pins, the 21st being the
shield:

___________________________
20 18 16 ... 4 2 |
|
| 19 17 ... 3 1 |
|________________________|

Pins for a RGB Amiga/TV connection are marked with a "*":

1 audio out right * 2 audio in right
3 audio out left * 4 audio gnd
* 5 blue gnd * 6 audio in left
* 7 blue * 8 switch 10-12 V
* 9 green gnd 10 N / A
* 11 green 12 N / A
* 13 red gnd 14 N / A
* 15 red * 16 switch 1.3 V
17 composite gnd * 18 switch gnd
19 composite out * 20 composite in (or composite sync in)

composite = CVBS (engl.) = FBAS (german)

The switching voltage pins 8 and 16 are a problem, as they are obviously
slightly differing in function among TV sets. Pin 8 normally indicates
that there is an active signal source, and pin 16 switches between RGB
and composite. These voltages can be derived from the 12 V output being
present on most (or every) Amiga monitor connector pin 22.

But there are new developments:

[ There is also a SCART variant with S-Video signals! ]

The connector looks like this:
_____________
Sound out:Right | -- 1 __ 2| Sound in: Right
Sound out:Left | -- 3 __ 4| Sound GND
GND | -- 5 __ 6| Sound in: Left
RGB:Blue | -- 7 __ 8| Switch 10/12 volt
Green GND | -- 9 __10| RGB sync
RGB:Green | --11 __12| Data
Red GND | --13 __14| Data GND
RGB:Red /C | --15 __16| RGB:Blanking (1.3 V)
Composite gnd | --17 __18| Blanking gnd
Composite out/Y-out | --19 __20| Composite in/Y-in
Shield gnd |_--21_ |
______|

Hope this helps.The Tv is swiched between the Y/c (S-VHS) and the normal
CVBS signals when you select different inputs.

... and another about the same issue:

Here's what my VCR's manual has to say:

Pin Composite Mode S-Video Mode
---------------------------------------------
20 Composite Video in / Y-In (Luma)
19 Composite Video out / Y-Out (Luma)
15 C-In/Out (Chroma)

Depending on the VCR mode (Composite/S-Video) pins 19 and 20 are used for
either composite video, or luminance. My VCR contains two scart connectors,
one uses pin 15 for the chroma-out signal, the other one uses pin 15 for
chroma-in. All other pins correspond to the normal SCART specifications...
