This says it is a 4Mbyte RAM expansion.

This is incorrect it is a 1Mbyte RAM expansion for A500+ (bringing the total amount to 2Mbyte Chip).

There are no jumpers or flying wires so I dont think that it can be a FAST RAM card.

It has 32*32kbyte chips (1Mbyte)
